Stormwater Regional Utility Research Fellowship - Closed

A fellow is sought to conduct research that identifies benefits and drawbacks to communities that operate regionally (rather than individually) to implement Municipal Separate Stormwater Sewer System (MS4) Permit minimum measures that relate to discharge of stormwater to public waters. These include such actions as conducting inspections of infrastructure, engaging in certain specified municipal operations, monitoring, and management of stormwater data, among others. 

Over a one-year period the fellow will conduct research to evaluate and make recommendations about municipal operations that may work well for a regional approach as well as those that may not. 

The University of Vermont, representing a partnership among six Vermont MS4 communities and Lake Champlain Sea Grant, seeks applicants with the following skills and experience to apply to fill this one-year fellowship position.

Minimum qualifications:

  • Bachelor’s degree plus two years of experience or Master’s degree (or equivalent) in public administration, economics, water resources management, planning, environmental or civil engineering, or related field
  • Ability to work independently
  • Strong written and oral communications skills

Desired experience / knowledge

  • Experience carrying out internet and interview-based research, synthesizing information, preparing reports, and presenting results
  • Knowledge of MS4 minimum measures
  • Experience or research with regionalizing utilities
  • Basic understanding of municipal operations

The selected fellow will build their professional network, including at the University of Vermont, and with municipal staff within Chittenden County, engage in a variety of professional development opportunities, gain municipal stormwater operations knowledge, become a member of Green Mountain Water Environment Association (GMWEA), and hone their communications skills by developing and delivering public presentations.

Pay is commensurable with experience with a minimum hourly rate of $20/hour. This is a temporary position so benefits are not included but a healthcare stipend may be provided. Please reach out if you have questions about pay or benefits.
