UVM complies with the US Dept of ED section 117 and NSF foreign reporting requirements.

The Office of Research Administration and Integrity is responsible for the data collection activities and reporting. The following Departments are contacted twice a year for Section 117 reporting and once a year for the NSF reporting.

ED section 117 Reporting

US Dept of ED section 117 Reporting Background:

Section 117 of the Higher Education Act, requires U.S. institutions of higher education to report gifts and contracts with a foreign source that, considered alone or in combination with all other gifts and contracts from the same foreign source are valued at $250,000 or more in a calendar year.

NSF/CHIPS Act Reporting

NSF/CHIPS Act Background:

In accordance with Section 10339B, Foreign Financial Support, of the CHIPS and Science Act of 2022 (42 U.S.C. § 19040), each institution of higher education that receives NSF funding must disclose annually, all "current financial support, the value of which is $50,000 or more, including gifts and contracts, received directly or indirectly from a foreign source" which is associated with a foreign country of concern.

This reporting is implemented thru the NSF's Proposal & Award Policies & Procedures Guide (PAPPG).

Reporting Information and Deadlines:
Body
  • Annual Report of gifts and contracts valued at $50,000 or more received from a foreign country of concern. Negative reports are required.
  • Foreign country of concern means China, Korea, Russia, Iran, or any other country determined to be a country of concern by the Department of State.
  • Report submitted by July 31 of each calendar year.
  • Reporting period July 1- June 30.
  • Reporting applies only to direct recipient of NSF funding, not subrecipients.
  • Reports are submitted thru Research.gov's FFDR system.
