A Russian admiral bluntly warned the Americans that China will be Russia's "number one ally" in the endeavour to beat NMD as well as the theatre-missile defence (TMD) system that the US and Japan are proposing to install in East Asia.

Russia, he said, has discussed with China diplomatic as well as military and technical countermeasures to NMD.

China would have a pressing interest in such cooperation. Not only may a US anti-missile defence system negate its second-strike retaliatory capacity to a far greater extent than it will Russia's, it may well have to contend with TMD systems installed near its shores in Japan, South Korea, and possibly Taiwan

If American technological progress on "Star Wars II" were to outstrip the lethargic pace of diplomacy, Congress would press Mr Clinton, or his successor, hard for swift deployment. That would then breach the ABM treaty's strict agreed limits on the establishment of air defence systems. A furious Russia would put wider nuclear arms control on ice.
