Instead, we are seeking to keep others from becoming a nuclear threat to us. Thus we impose sanctions on Iraq and Iran and tie relations with Moscow to its withholding nuclear advice from them; attempt a carrot-and-stick approach to North Korea; hope that relations with China will not turn sour; and plan a limited national missile defense system to intercept a handful of missiles from "rogue" states.

Republicans argue that the best deterrent the United States could provide would be to develop a national missile defense system. They also want the administration to be more aggressive in imposing economic sanctions on countries that engage in nuclear proliferation.

Perry's deal is not going to be popular in Congress. It will be an issue in the presidential campaign, and the Clinton administration will be accused of selling out, of putting U.S. security at risk.

Sen. Mitch McConnell, the Republican campaign paymaster, wants to build a fence. He is using North Korea for fund-raising. McConnell argues that North Korea's missiles can kill "hundreds of thousands of our citizens." The reason is, he says, that "the Clinton-Gore Administration for years refused to allow deployment of the military's missile defense program."
