Since the new policy of abolition is nonconfrontational, nondiscriminatory and offers all nations the opportunity to share in the benefits of a postnuclear age, the level of risk will be low. In the end, the concept of nuclear abolition will prevail-not necessarily because of universal agreement but because it has the endorsement of the U.S. Freed of excessive armaments expenditures, the U.S. economy will be reasserting itself as the creative driving force for the economies of the world. Self-interest will motivate many nations to join the United States in leading the world away from disaster.

New thinking necessarily involves an element of risk. Indeed, risk is built into the human experience. If we want to accomplish anything of importance, risk cannot be avoided. There was risk in the Marshall Plan when we gave of ourselves to help a defeated foe and enabled democracy to rise from the ashes of dictatorship. There will be risk when, at long last, we join other nations in outlawing nuclear and all other weapons of mass murder and in creating an institutionalized system for the international enforcement of the rule of law. But the payoff will be tremendous. I can see now that it could literally lift us to a higher level of living.
