COUNTERPLAN/NUCLEAR ABOLITION

SOLVENCY: ABOLITION PROGRAM IS THE BEST WAY TO STOP NUCLEAR PROLIFERATION

IN ORDER FOR OTHER NATIONS TO FORSAKE NUCLEAR WEAPONS THE USA MUST FIRST DO SO

HOWARD BREMBECK, Fourth Freedom Foundation, 2000; IN SEARCH OF THE FOURTH FREEDOM // VT2002 acs p. 175

If we wish to persuade other nations to become more civilized, we must first come to grips with our own militaristic tendencies. We must take the plank out of our own eye before removing the speck from our brother's eye. We must be prepared to accept for ourselves the standards that we apply to others. If we want and expect other nations to forego the instruments of mass destruction, we must eliminate our own weapons as well. We must strive to see ourselves as others see us. We must recognize the limits of military force and the natural balances that inevitably arise to check the accumulation of excessive power.

NUCLEAR DISARMAMENT IS THE BEST PATH TO STOPPING NUCLEAR PROLIFERATION

SHA ZUKANG, Dir. Arms Control & Disarmament Agency of China, 2000; REPAIRING THE REGIME, "China's perspective on nonproliferation" // VT2002 acs p. 128

The fourth issue is that the nuclear disarmament process should be accelerated. The fundamental solution to nuclear proliferation lies with complete nuclear disarmament. We do not believe that there exists a cause-and-effect relationship between the present lack of progress in nuclear disarmament and the Indian nuclear testing, as claimed by the Indian government. But, at the same time, we fully recognize that an accelerated pace of nuclear disarmament will certainly be conducive to consolidating the international non-proliferation regime. The United States and the Russian Federation are duty-bound to take the lead in nuclear disarmament. We hope that START 11 can be effective and implemented, and the negotiation on START III initiated, as soon as possible. On such basis, the two countries should further reduce their nuclear arsenals so as to prepare the ground for other nuclear weapon states to join in the process.
