Nuclear weapons have long been understood to be too destructive and non-discriminatory to secure discrete objectives on the battlefield. The destructiveness of nuclear weapons is so great that they have no military utility against a comparably equipped opponent, other than the belief that they deter that opponent from using nuclear weapons.

In the present age of nuclear and other weapons of mass destruction, the limitations on military action are even more stringent. it is difficult to develop a scenario in which the benefits of a nuclear attack outweigh the negative consequences. There is simply no conceivable situation in which the national interests would be served by the utilization of even one of our thousands of nuclear devices.
