Louis McAllister took this image, dated February 23, 1940, from a point near the Burlington-S. Burlington city limits. In this scene, which was printed in the 1940 Burlington Annual Report, workers are making the borrow pit whose excavation will be used for grading the shoulders and sidewalk and filling the ravine. At this stage in the project, a telford stone base has been completed to the point of the white barricade visible on the road at right edge of the photograph, near the automobile.[1]

This Louis McAllister photograph shows a later view of the February 23, 1940 image in which workers were excavating the borrow pit (again visible at the left edge) for grading the shoulders and sidewalk and filling the ravine. The picture was taken from a point on the city line looking northwest. Now, nine months later, sidewalks and perhaps new trees line the right side of the street. The project, however, was not executed entirely as planned. Typed notes on the back of the photograph explain that “the pavement area as far as shown… is only a temporary surface. No telford base or penetration surface having been constructed for the last 1,000 feet because the project for the sewer and water mains was not continued to the City limits as originally intended.” [1] Nevertheless, the city did complete all grading and construct a corrugated metal culvert with concrete headers and catch basins, which are marked by the white guard posts at the center of the image.[2]
